UN Security Council Endorses Donald Trump's Gaza Strip Initiative

A Security Council has supported proposals presented by the US president for securing a lasting peace in Gaza, featuring the stationing of an multinational security unit and a eventual avenue to a independent Palestine.

Widespread Support with Key Absent Votes

The proposal was adopted by a tally of thirteen in favor, with Russia and China abstaining. Washington's diplomat the American delegate informed the UN assembly that it charted “a new course in the Middle East for both sides and all the inhabitants of the region alike”.

Compromise Wording on Palestinian Statehood

Addition of mentions to an independent Palestine was the price the US paid for endorsement from the Arab and Islamic world, who are expected to provide peacekeepers for the global force.

“The transitional arrangements that we start today must be carried out in accordance with legal norms and honoring Palestinian rights,” James Kariuki declared.

Israeli Opposition Persists

Nevertheless, on the verge of the UN vote, Israeli prime minister Netanyahu reiterated his cabinet's strong objection to the creation of a sovereign Palestine, raising questions on whether Tel Aviv will allow the enactment of the internationally endorsed measures.

Key Provisions of the Resolution

  • Swift elimination of ongoing restrictions on assistance into the territory
  • Establishment of an international stabilisation force
  • Steps toward rebuilding and a potential “route to Palestinian sovereignty and sovereignty”

Vague Language and Stipulations

The mention to Palestinian statehood was a balanced insertion to an first US version which omitted it. But the wording is ambiguous and dependent, declaring only that once the Palestinian leadership has undergone changes and the reconstruction of the strip is progressing, “the circumstances may ultimately be in readiness for a feasible course to Palestinian sovereignty and sovereignty.”

International Response

The language did not meet of the firm commitment to the establishment of a independent Palestinian entity alongside Israel sought by Arab and Islamic states, as well as European council members, but in speeches to the assembly after the decision, representatives from those countries said they were willing to endorse the agreement in the benefit of extending the present ceasefire and immediate measures to assist and secure the over two million Palestinian residents in the strip.

“Algeria has ultimately decided to vote in favour of this resolution, a measure that we back its main goal, namely the maintenance of the ceasefire and the creation of circumstances permitting the Palestinian population to assert their immeasurable rights to sovereignty and nationhood,” Algeria's representative declared.

Execution Hurdles

The proposal provides overall oversight authority to a “peace board” led by Trump, but of uncertain membership. This committee has to update the United Nations but it is not required to follow the wishes of the global organization or by the Palestinian leadership.

It also calls for the establishment of a Palestinian technocratic committee that is expected to manage routine management of the Gaza Strip and the delivery of services, but it is quite ambiguous who would participate.

Peacekeeping Unit Mandate

The mission of the global force gives it authority to disarm and dismantle militant organizations in the territory, but it is highly uncertain that potential participating nations would consent to engage such organizations. No country has to date pledged to contributing forces.

Furthermore the standards for changes to the PA, the precondition towards moves to a sovereign Palestinian, have been hazy.

EU representatives said they viewed it as pressing that the names of the Palestinian technocratic committee to distribute aid was settled as without delay.
